ARSO’s expert support in procedures relating to spatial planning and the construction of buildings

Verification of the compliance of project documentation with the Methodological Guidelines and with the Regulation on the conditions and restrictions for spatial planning and the carrying out of activities

The purpose of this task is to implement the provisions of the regulations in accordance with the Methodological Rules for the Designation of Areas at risk from flooding and associated erosion of inland waters and the sea, and on the method of classifying land into risk categories (Official Gazette of the Republic of Slovenia, No. 60/07) and the Regulation on the conditions and restrictions for carrying out activities and interventions in flood and erosion areas (Official Gazette of the Republic of Slovenia, No. 89/08).

In parallel with the review of the hydrological and hydraulic technical basis for assessing the feasibility of interventions in flood-prone areas (Kolman G., IzVRS Work Report for 2014), which must comply with the Rules and the Regulation, a unified system for managing reviewed and approved hydrological and hydraulic studies was established for the needs of the Ministry of the Environment and Spatial Planning, the Slovenian Environment Agency and the Slovenian Water Institute, a unified system was established for managing reviewed and approved hydrological and hydraulic studies.

The established and updated centralised register of reviewed documentation also served as a data source in 2014 for certain other tasks under the IzVRS Programme for 2014, namely for updating the flow records (IzVRS Programme for 2014, Task I/2/4: Updating the register and data layer for Q10, Q100 and Q500 flow rates from HH studies, the IzVRS archive and ARSO analysis results), updating the integrated flood hazard map and the flood hazard class map (IzVRS Programme for 2014, Task I/2/6: Updating the integrated flood hazard map and the integrated flood hazard class map for publication in the Environmental Atlas, and producing an integrated map of depth classes for Q100) and updating the flood warning map (IzVRS Programme for 2014, Task I/2/7: Updating the 2007 flood warning map).

The register table lists all hydrological and hydraulic studies that have been reviewed either by ARSO or by IzVRS, and which have been approved or rejected. The reviewed project documentation was used in procedures for obtaining permits or authorisation to carry out interventions in flood-prone areas within the context of spatial planning for the preparation of spatial planning documents (national and municipal spatial plans, municipal detailed spatial plans and the issue of planning permission).
