In order to obtain or amend a water right for water abstraction, the ecologically acceptable flow (Qes), which should also ensure the good ecological status of water bodies. Ecological status is a new approach to assessing the quality of surface waters, introduced by the European Water Framework Directive and incorporated into Slovenian legislation through the Water Act; it is based on the consideration of biological quality elements. We have largely developed the methodologies for assessing the ecological status of waters in Slovenia at the Institute of Hydrology and Water Resources (IzVRS) or in collaboration with other institutions.
On behalf of the client, we carried out a study in accordance with Article 8 of the Regulation on the criteria for determining, and the methods for monitoring and reporting, ecologically acceptable flow, in which we assessed the impact of existing and proposed water abstraction from the Hudinja watercourse on the ecological status of the affected section. We assessed the ecological status of the section using the applicable methodology, specifically for the biological quality elements of phytobenthos, benthic invertebrates and fish. Taking into account the current status of the section and the objectives for the water body, we prepared a proposal for an ecologically acceptable flow.
