PROJECT PHASES
The research project is organised into seven work packages. In parallel with project management and the dissemination of the project and its results, the substantive part of the project will take place, within which the work is organised into five consecutive work packages:
– review and analysis of European Commission guidelines,
– review of the framework for water pricing policy and financial policy in the field of marine environment management,
– an assessment of the compliance of the Republic of Slovenia’s water pricing and financial policies in the field of marine environment management with the European Commission’s requirements for the preparation and reporting of such policies, and the development of a proposed methodology for the integration of these systems,
– validation of the methodology and formulation of the final proposed methodology,
– preparation of the final proposed methodology.
PROJECT DESCRIPTION
The main objective of the project is to prepare a proposed methodology that will integrate the European Commission’s guidelines with water pricing policy and financial policy in the field of the marine environment at national level.
To ensure that Member States implement the Marine Strategy Framework Directive (Directive 2008/56/EC) by Member States, the European Commission has drawn up guidelines for the preparation and reporting of individual steps within the framework of the Marine Strategy. The European Commission’s guidelines, which also require the preparation of economic content, cover the conduct of economic and social analyses, or socio-economic analyses, of the use of marine waters, for assessing the costs of the deterioration of marine waters, and for assessing the costs of the programme of measures. The current approach to developing socio-economic content for the implementation of Directive 2008/56/EC is largely based on the European Commission’s guidelines, but is not substantially integrated into water pricing policy and financial policy at national level. With the appropriate integration of the European Commission’s guidelines for carrying out a socio-economic analysis of the use of marine waters, to assess the costs of marine water degradation and to evaluate the costs of the programme of measures through the national water pricing and financial policy framework, it would be possible to implement Directive 2008/56/EC more effectively at national level.
The development of a system for assessing the costs of implementing measures to protect the marine environment at national level and the establishment of a methodology that integrates the European Commission’s guidelines with water pricing policy and financial policy in the field of the marine environment, is crucial to the process of establishing and implementing the programme of measures and, consequently, to compliance with the requirements of Directive 56/2008/EC and national regulations in this field. The proposed methodology will be useful for those preparing technical bases for each programme of measures, those preparing socio-economic content within the framework of the Marine Environment Management Plan, and also for those preparing management plans related to Directive 56/2008/EC.
At the national level, the research results will yield new scientific insights in the fields of water management and economics. The research will contribute to a general understanding of socio-economic aspects in the context of preparing water-related management plans.
